LTA ER433 – Raising of Nicoll Drive and Changi Coast Road
Forming part of the overall coastal protection measures for climate change adaptation, Nicoll Drive and a segment of Changi Coast Road, which are located adjacent to the eastern coastline of Singapore, were raised to minimise the risk of seawater inundation.
On average, the road was raised about 0.8 m with the maximum height of 1.4 m for certain road segment. With such a huge difference in height, meticulous planning was put in place while the works were carried out in stages to minimise any disruption caused to the live traffic and the stakeholders within the work zone as well as to eradicate any occurrence of flooding during the course of work.
In conjunction with this road raising works, the associated drains and other road amenities, especially seven affected bus stops, were upgraded to ensure their continuity in serving the intended purposes.
Special Feature
To ensure the flow of surface runoff was not impeded during the course of work, the project team worked closely with LTA and PUB on the modification of standard drop-inlet chambers and connection of scupper pipes. These unprecedented and improvised approaches have prevented the occurrence of any potential flooding throughout the road raising works.
Conducting structural impact assessment to evaluate the effect of additional loading on the existing bridge along Telok Paku Road due to the road raising works
Construction of retaining wall to facilitate the erection of permanent bus shelter
Raising of roadside drains in conjunction with the raising of carriageways
Modification of drop-inlet chambers and kerb haunching with the removal of precast panels at front slot and the creation of slot openings respectively
Recambering of carriageways with consideration of existing carpark entry and exit points
